The 12:1:1 MR/DD (Mentally Retarded/Developmentally Disabled) Program services students from school districts in Oswego County as well as surrounding counties. Each student has an individual program geared to completing IEP diplomas. The 12:1:1 programs consist of 12 students, one teacher and one assistant. Related services available through district Committees of Special Educations but not limited to may include:

- OT/PT
- Special Transportation
- Speech
- Specialized nursing services
- Adaptive Physical Education
There are two components of the 12:1:1 MR/DD program:
12:1:1 School - Aged MR/DD
One component meets the individual social-emotional, academic, independent living, career and technological needs of students that are unable to profit from integration in a regular classroom. Currently four classrooms are located in public schools in Oswego County and one classroom is located at the Fourth St. Educational Center in Fulton. The ages of the students are from 5-21 years old.
Elementary classes are self-contained and offer specialized academic instruction. Students participate in general education classes when appropriate for the individual student.
The intermediate and secondary classes focus on independent living skills, functional academics, community access skills and transition to work.

The Second component of the program is located at the Fourth St. Education Center. The students enrolled in this program are between the ages of 16-21 years and may have completed district high school programs or no longer benefit from integration in a regular high school. The primary emphasis of this program is work related skills with a life-skills/independent living component. A variety of work settings are the primary teaching environments for this program. On going assessment and evaluation by both teachers and employers leads to the development of transitional working plans.
