"highly qualified" status by the end of the 2005-2006 school

Defined highly qualified based upon: |

-Grade level teaching
-New or not new to the profession
-Primary/core area instruction |
 |
Even if teachers are permanently certified and have a
degree in special education, but not in the subjects they teach,
you may not be highly qualified under NCLB and IDEA. |

|
WHO ARE WE TALKING ABOUT?
 |
Teachers who provide core area instruction |
|
|
-Core areas: English, reading, language arts,
math, science, foreign language, government, economics, the arts, history
and geography
-Direct, first line, primary instruction
|
 | Not subject to highly qualified status; resource, consultant and co
teachers |
|
|
-Must be truly supplemental in nature
|
WHO IS RESPONSIBLE FOR ALL THIS?
 | Principal annually attest compliance |
 | BEDS data and LEA records on qualifications and highly qualified
(6yrs) |
 | Notice if child receives more than 4 consecutive weeks of instruction
from not highly qualified teacher |
 | Notification individually given to parents |
 | Process directed by certification officer in LEA |

WHAT IF YOU TEACH MULTIPLE CORE AREAS?
 | Under IDEA 2004, veteran teachers may demonstrate competency in all
areas you teach using HOUSSE option for all areas
New teachers hired to teach above level 6 MUST be highly qualified in
Math, Language Arts or Science before hiring, then complete HOUSSE
option in other areas within 2 years |
SPECIAL EDUCATION TEACHERS WHO DO NOT TEACH CORE ACADEMIC SUBJECTS
 | Supplemental instruction, reteaching, preteaching, making
modifications and adaptations or making behavioral interventions
supporting the general education teachers in the general education
curriculum meet highly qualified by holding a BA degree in Special
Education and certification |
